Elections Proclamation Issued – March 2, 2020

President David Granger, on Monday, issued a Proclamation for the holding of General and Regional Elections on Monday, 2nd March, 2020. 

The proclamation declared that in pursuance of Article 61 of the Constitution of Guyana, the President has appointed Monday, 2nd March, 2020 as the day on which an election of members of the National Assembly shall be held.

Article 61 of the Constitution states, “An election of members of the National Assembly under Article 60 (2) shall be held on such a day within three months after every dissolution of Parliament as the President shall appoint by proclamation.”

Further, the President proclaimed that elections of members of the Regional Democratic Councils will be held on Monday, 2nd March, 2020, as well. 

Article 73 (2) of the Constitution states: “Elections of members of regional democratic councils shall be held and the councils shall be dissolved at such times as, subject to paragraph (3), the President may appoint by proclamation.”

A press statement issued by the Ministry of Presidency noted that the Head of State had met with Chairman of the Guyana Elections Commission (GECOM), Justice Claudette Singh, to discuss the statutory timelines for upcoming General and Regional Elections. 

In a missive sent to the President on September 19th, 2019, Justice Singh had indicated that GECOM would be able to deliver credible elections by the end of February 2020.
